Prior to the end of the year and the upcoming Holiday Season we would like to give you some recent updates and remind you about some important upcoming dates:

Get the latest information about the upcoming Framework Programme Horizon 2020 and take the opportunity to network and exchange with your colleagues of the European photonics community at the Photonics21 Annual Meeting 2012! The event will take place on the 27 and 28 March 2012 in the Hotel Husa President Park in Brussels. The online registration has been opened.

Furthermore, we would like to encourage all students and any person under 35 years to participate in the Photonics21 Student Innovation Award 2012. The award ceremony will take place in the frame of the Photonics21 Annual Meeting on the 27 March 2012. Please note that the deadline for applications is the 20 January 2012.

Photonics21 also offers you the opportunity to become a sponsor of the Photonics21 Annual Meeting and the Student Innovation Award 2012. You will find any further information in the e-mail below.

On the 12 December 2011 the three Photonics21 Executive Board sub-groups which have further worked on the proposal for a Photonics Public Private Partnership (PPP) met with the European Commission to present first ideas and to discuss the proposal.

Furthermore, on the 15 December 2011 the European Commission will publish the Green Paper on Solid State Lighting (SSL) and start a public consultation process. We will provide you any further information on the Photonics21 website within the next days.

We also like to draw your attention on a new service offer for your presentation � in the download area we updated the Photonics21 presentation and would appreciate you find it useful for your own presentations on our technology.

Next Photonics21 Annual Meeting on 27 & 28 March 2012 in Brussels / Neelie Kroes committed her attendance / Student Innovation Award 2012

Registration is now open for the next Photonics21 Annual Meeting which will take place on March 27 & 28, 2012 in the Hotel Husa President Park, Boulevard du Roi Albert II, 44-1000 Brussels.

The focus of the meeting will be on the future EU framework programme Horizon 2020 and the founding of a Photonics Public Private Partnership (PPP).

European Commission Vice President Neelie Kroes considered the upcoming Annual Meeting as a milestone event with regard to the future role photonics will play in the next framework programme Horizon 2020 and will provide the keynote speech at the General Assembly on the 28 March 2012.

We would like to invite you to join, network and discuss with your colleagues of the European photonics community and participate in your work group of interest. The public event will start with an evening welcome reception on the 27 March 2012 at the Husa President Park Hotel.

As a highlight of the first evening we will award young and innovative researchers with the Photonics21 Student Innovation Award 2012.

The registration fee has been set at 180 Euro (incl. VAT) covering entrance to all sessions, lunch, coffee breaks and the evening reception.

Participate and get awarded: Apply for the Photonics21 Student Innovation Award 2012 / deadline for applications 20 January 2012.

For the fourth time Photonics21 calls for applications for the Student Innovation Award which honours excellent industrial-related research in the field of photonics.

Any person under 35 and active in the field of optics and photonics may apply for the Photonics21 Student Innovation Award. The award consists of a prize of � 5,000, a free registration to the Photonics21 Annual Meeting in Brussels 2012 as well as a free entrance to the SPIE Photonics Europe Conference.

The prize ceremony will take place in the frame of the evening welcome reception of the Photonics21 Annual Meeting on the 27 March 2012.

Applicants must submit the following documents:
� The completed application form,
� One letter of support (by a supervisor or mentor),
� A short (2 page) biography/CV
� A list of peer reviewed publications
� A description of the innovative R&D work (not exceeding 4 sides of A4, 12 point text), making clear the
- Nature of innovation
- Potential impact to industry

The deadline for providing applications via e-mail is the 20 January 2012.

Inform - Meeting with the European Commission on the Photonics PPP proposal

Within the last months the Photonics21 Executive Board members have worked in three sub-groups to further work out the proposal for a photonics Public Private Partnership in the upcoming Framework Programme Horizon 2020.

The sub-groups concentrate on the following issues:
1.) PPP�s main focus and strategic objectives
2.) Industry Commitment and Key Performance Indicators
3.) Governance of the Photonics PPP

On the 12 December 2011 the representatives of the Photonics21 Executive Board sub-groups met with the European Commission to present first details and to further discuss the PPP proposal. The PPP proposal will now be presented to the Executive Board and Board of Stakeholders members. Furthermore, the PPP proposal will be subject to a public consultation for the Photonics21 membership which will be most likely launched in January 2012. We will provide you any further information within the next weeks.

 

Inform - Publication of the Green Paper on Solid State Lighting, 15 December 2012

In the frame of the Digital Agenda for Europe, on the 15 December 2012 the European Commission will publish the Green Paper on Solid State Lighting and will launch an open consultation process about this topic. The Green Paper on Solid State Lighting will present new policy initiatives and initiate a public debate how to further accelerate the pace of Solid State Lighting in Europe and how to further support innovation in the European lighting sector.

Participate � Revision of the rules for the assessment of licensing agreements for the transfer of technology under EU competition law

The European Commission invites comments on the application of EU antitrust rules for the assessment of technology transfer agreements, i.e. patent, know-how and software licensing. The current regime consists of a block exemption regulation (TTBER), that creates a safe harbour for certain non problematic agreements, and guidelines on the application of the TTBER as well as on the assessment of agreements that fall outside the TTBER. The regime has the aim to strengthen the incentives for research and innovation, facilitate the diffusion of intellectual property and stimulate competition. The current TTBER will expire in April 2014. In light of stakeholders' submissions, the Commission will make a proposal on how to assess technology transfer agreements in the future.

Licensing is vital for economic development and consumer welfare as it helps to disseminate innovations and allows companies to integrate and use complementary technologies. However, licensing agreements can also have a stifling effect on competition. How intellectual property right holders license their rights to other market participants is crucial for achieving the right balance between stimulating innovation and preserving a level playing field in the internal market.

For that purpose, the Commission has published a questionnaire as a first step in the review process. In light of the submissions and after further consultation, the Commission will consider whether the current regime should be maintained, modified or abolished. Replies to the questionnaires can be submitted until 3 February 2012.
